I've been using a gas starter on my 1.6na-powered fox for a couple of years with no issues. It starts fine down to -5f or so without plugging it in.

No frame-notching is needed for NA, unless you use something other than the stock Fox exhaust mani. It's a pretty simple swap. Right after I wrote that I went and threw in some stiffer, BMW E30 mounts, and problem solved! The original mounts were totally shot.

The 1.6na moves my Fox wagon along just fine! I can't remember the numbers off the top of my head, but I think the Fox wagon is only a couple hundred pounds heavier than the jetta the engine came from.
That is a cherry Fox...keep it!

So I checked all of the fuel line unions except for the inlet on the IP.
Yup, it was leaking there.
Problem solved, it's back up and running!

I did bypass the fuel lines and ran it out of a can, and no-go!
I'm quite certain that the lines aren't clogged.
