Yes, those are coolant pipes. This is the back of a Vanagon. The radiator is in the front. Well, I attacked the engine code stamp with degreaser and got it as clean as I possibly can. It definitely says 28F01, but it's possible that the '1' is really a 'Y'. It looks like a bad stamp with the top of the '01' falling well below the F. The bottom of the engine says 1.9 with a 'D' below it, b...
