The problem you are describing (with the stuck lifters) is EXACTLY what running a solid lifter camshaft in a hydro head will do over time (roughly 15,000 miles or so). That whole "only 47 '92 Eco's sold in USA" thing is a moronic myth. But, if you buy into it, I have a pristine one in storage I can sell you for like $7,000!

They used two relays (not surprising) to achieve the 3-speeds. They would have been attached to the shroud.

Yes, the original Eco set-up would be 3-speeds. You must be missing the relay as well. Post how you wire the new one in. I am not sure how this will work out. The fan needs to run when the air cond. is on. Are you still in possession of the original plug for the plug-in? That probably will not work....

Head rebuilds are very important to these engines. I have only found one head which did not need guides on all 8. And, that head had been rebuilt like 125,000 miles earlier. Again, these engines are very hard on their seats....esp. the exhaust. You need to work with someone who knows these old diese...

Was any attempt made to check the surface of the engine deck for flat and the same for the face of the heads? Guides don't close. You are referring to the seats. And, seats heat pit and need to be cut and valves generally need to be replaced because these engines beat the valve margins (esp. on exha...

Shoot for 0.010 inch for intakes and 0.018 inch for exhaust...period.
Always perform a quick check of thickness with a caliper.

Probably, the best you are going to do is tell what the two-letter code is that is stamped at the top-front flat tab located in front of #4 cylinder. Could be like CR, CK. JK, ME, MF. The numerical stamps after the letter-code are not helpful. For instance: a JK would be '83 or '84. ME would be '85 ...

I'm guessing the anti-freeze that is in this engine is the anti-freeze that was in it when it left the factory.
Hiring someone to try to clean this radiator is probably as much or more than a new radiator esp. if this guy is not interested in spinning his own wrenches.

That would be the lever to help activate a higher-speed idle when the cold-start lever is pulled from inside the car. It acts (common terms) to add a couple hundred (or so) rpm when the engine is cold. However, there is bad news....you are missing the long center rod (center link) part of the linkag...
