Local A/C service centers, or even RV suppliers, usually have an assortment of mounting hardware. Hint: it might even be in an SAE/fractional sizing rather than metric, since it's essentially just a spacer/vibration damper combo.

Cylinder scoring @ same place? Sounds more like he had a problem with the rings to me, maybe inadequate tension or a burr on the end of a ring (assuming the ring gaps were spaced out @ 120 degrees, not 'lined up all purty'!).
