If your car had vacuum-controlled cruise control, a missing bracket and component could be your problem. For those who've already got an air compressor with a regulator on it, I see no reason why you couldn't just set the regulator to 15psi, and then plumb up a fitting to an old master cylinder cap. If you've not considered it, run the oil pump by removing the vacuum pump and fitting a 14mm 6 sided long socket onto the internal protruding shaft.
