Definitely sounds like a fuel restriction issue. No smoke in all of this, I assume? You may have gotten a bad batch of fuel. That could be causing the problem directly, or it could have plugged the filter up and now that is giving you the trouble. Fatmobile will tell you to put a vacuum gauge on you...

I'm not saying you can't get by with a re-ring job, but there's a catch-22 situation in the making. If it's really doing 60 miles to a quart, to me, any ring sealing product is at least worth a try. When I got my Rabbit it was using a quart every 80 miles, just about like yours. The starting and compression were good so I knew it was just bad or stuck rings. Yep, they are the same. The D24T uses 1.6TD injectors (155 bar), the D24 N/A uses 1.6 N/A injectors (140 bar?? I forget the pressure). they will drop right in no problem.

I also have found using the tool to tighten the tensioner on the 4-cylinder engine absolutely unnecessary. I just use my hand on the tensioner roller, like you do, and that is plenty. I swapped a GTI wheel onto my 81 Rabbit to get rid of the nasty original 2-spoke wheel. Piece of cake and much nicer to look at and use.
