Check volume of diesel coming out of a single fuel line during cranking. It could be that your governor spindle sheath is sticking giving idle volumes only, when cranking, and not the required maximum. The spring involved is like that of a biro, and vulnerable to a sticky sheath.

Usually, fast blinking means one of the direction lights are out. Bad earth, or blown bulb

Strictly speaking the graph is referring to a DI engine. IDI with swirl likely to be different.

Get an original asbestos gasket.
In general: [My personal findings]
Periodically revisiting the head bolts is good policy, retorque those that undo with a torque of 60lbft or less. If bolt doesn't shift at say 70lbft, then leave alone. Retorque to 95lbft those that are 'loose'.

Get a straight edge say a ft long to put on the faces of the pulley's to check where the tracking error is, and which pulley is 'twisted'.
Do not overtighten belt tensioner. 3/8" fingertip movement of belt between the cam and pump pulley's sufficient.
