On old Bugs and Buses I would do the rocking back and forth thing while smacking between the lug nuts with a ball peen hammer.
It always worked for me.

Had an encounter with the exact same issue after rebuilding my I.P. Before I took it apart I match marked everything with great care.....except the accelerator arm to shaft. I had the shaft about 90 degrees off (I think). I removed the arm and turned the shaft slowly with pliers while a friend crank...

If the external linkage is all good then maybe the governor or full load linkage (both internals of the IP ) have some gunk or goo on them.
Maybe some Diesel Purge will clean it up.

I've drained my MK1 tank to clean it. Refilled to the brim took a hair under 13 gal.
What 82 said about pumping diesel. It takes awhile to stuff the tank at the pump. If for some reason you want it stuffed it is quicker to top off the last bit from a can.

Hey larger brained VW Diesel Nuts. My radiator has started leaking and needs replacement. Found several online outfits that carry them at a reasonable price but my Caddy is an 81 and the 83-85 radiator is available a heck of a lot cheaper. I noticed the Thermo Switch mount is in a different location...

Almost forgot.
When I first got my Caddy the fan would not work. All I had to do to get it to function properly was clean the connectors to the thermoswitch.

First connect a jumper wire across the fan thermo switch terminals and turn the key to run. If the fan is good it should spin.
