I'm familiar with proper technique for this process, and have used it successfully on my personal vehicles. I'm positive I'm not making any mistake procedure-wise, as Tyler's comment suggests. I will try taking the timing belt off as 82vdub suggests. Is it possible the pump was installed incorrectly...

Smacking the bejebus out of the sprocket via the little hole in the shroud got me nowhere. Removing the fuel filter, I was able to angle a large punch downward into the sprocket hole, and pound back the shroud sufficiently to allow the tooth of my injection pump puller to gain purchase. Verily, I have a fancy puller for the injection pump sprocket, similar to the one you've pictured, but it's jaws are not wide enough to bite the thicker head sprocket.

What kind of two-jaw puller can fit in the limited engine compartment space of a Golf? I miss the space of the Quantum. WTF, Golf!

FYI: '83 TD pump vs '84 have different throttle linkages

Just an FYI; Note that the throttle linkage setups were redesigned for the TD engines between the 1983 and 1984 years. The 1984 throttle linkage setup can not bolt to the earlier pumps.
