That is exactly what it is, it is the bottom bolt on the IP, the arm goes to the IP bolt on the engine

Same thing as hagars, mine hangs, but the governor and acceleration handle is fine, I've just kind of accepted it as a 'Rabbit' thing

do yourself a favor and get head studs if your block is okay. i'm a tightwad but the money spent on studs is so completely worth it in my book i will not ever use regular bolts again on any VW diesel, 11mm or 12mm. so. pull the head off, check block for cracks around bolts holes, if okay, order new...

Usually when the fuel gauge and temp gauge don't work (in unison), it means the voltage stabilizer on the back of the cluster is bad. That might be the case, but I think you should check all of your grounds (especially any near the fuel sending unit, if you have a MK1 Jetta. Mine both didn't work, ...

Its not that hard to pull the dash apart, and the indicators are all one unit, so you can pull them easily. Should have a big plug on the top with copper contacts and a screw on connector for the speedometer which can be a pain to unscrew if you have bigger hands
