wiper switch work on high 98 jetta

I have a 1998 vw jetta TDI and the wiper will only work on high and not on intermittent . I look in the fuse box and there is no relay at number 8 slot. The fuse is good. Does anyone know how to fix it or is the relay some were else. I live in O'fallon Mo.
