vanagon oil pickup pressure valve

I am in the middle of rebuilding a 1.6 Quantum TD. I have two oil p/u tubes in my stash. I have read about these pressure valves in them sticking and ruining the engines. I see they valves "window" is closed, how do I check to make sure it is functioning correctly?
