The alternator belt was too loose for alt belt tensioner to take up slack. Close inspection revealed that on the "middle belt" 1) a missing tensioner adjustment bolt (it sits vertcally under the alternator) for the ac compressor and also 2) the compressor seems to be loose.
How does the ac compressor attach? It seems to sit into a pivot bracket much like the pivot bracket for the alternator. Are there bol(t)s that attache the ac compressor? How many and where are they (mine might have fallen out). It seems I need to correct the ac belt problem before I can tension the alt belts.

There should be 2 or 3 nuts that bolt the compressor to the bracket on the front of it. They would have to be loosened to tension the belt. The tensioning setup on the air compressor left a lot to be desired and was more hassle than it was worth for me, so I removed it and swapped in the 65 amp Bosch alternator for non-a/c a2 jettas.
AC compressor should be attached with one long bolt (pivot bolt) on the bottom rear of the compressor (closer to the block) and then 2 bolts, 1 on each side of the bracket, near the top front of of the compressor. These 2 are the adjusting bolts, but the pivot bolt must be loosened to adjust.
I find this process much easier if the alternator is removed. However, I think the alt. belt rides inside the AC belt so make sure you slip the alt belt on before you get the AC belt all tightened down and then fool with the alt. and it's belt.
