Glow Plug Sources for 1994 Jetta TD

I think I need new glow plugs. They fail the test light test where you put a test light between the battery positive terminal and the glow plug.

Where can I purchase the correct glow plugs? I've been told the N 102 130 02 glow plug is no longer available and the newer, faster glow plugs require a different relay. Is that the case?

They've told me they do not carry parts for the Canadian versions of VW diesels. Only for those sold in the US, which leaves out the mid-1990 VW diesels.
