I rechecked the timing of the block, head and the pump, Although i wasn't able to fine tune the pump due to not having a gauge. Is there another way? I loosened all the fuel lines till they bled. I'm still not getting a start. I do have 12v to the pump solenoid with the key turned. I figure a compression test is in order and ruling out air in the pump. Am i Missing anything??

Ok, so it sounds like your getting fuel to the injectors. There's been a person in the past that's had an issue with the ignition key that the fuel cutoff solenoid wouldn't have power all the time. So, to rule out an issue with wiring, you can remove the plunger in the fuel solenoid, but you won't be able to shut off the car if it does start this way, or hotwire the solenoid. That removes all wiring issues.

Have you checked the glowplugs? Here is one way to check without taking any measurements: http://www.greenbaypartsworld.com/vw-glowplugs.jpg

To rule out a glowplug issue, if the car has a block heater in it, plug that in for a couple hours. If there's glowplug issues, it should start. If it doesn't, it's a different issue.

FWIW, without having a base position to start from (compression ratio), you are still guessing at what the problem is. Identify and rule out the largest item. I agree with what you've done so far. But, there comes a time when a little tinkering with things here and there to try to get it to start just dont' work anymore, and you have to go back and look at the heart of the engine to get a base point.

Simple, and quick way to check glowplugs is to disconnect the wire to them and then switch on ignition and then stroke plug #4 with the wire.

Big sparks mean 4 good plugs no spark means either no power, or no plugs [unlikely]

I will get the plugs checked. I haven't checked compression yet due to not having a gauge. I figured I'd tinker with it in case I could get her to pop off.

Yea..them glow plugs are vital to starting. Check the glow plug fuse on the fire wall first ,make sure it isn't blown and is getting 12 volts. I checked my glow plugs by removing the little 8MM nuts on each one then pulling the copper strap back ,using a
multi meters Ohm setting to check for continuity. If your lucky the first glow plug that's behind the pump is good. If not that one is a bugger to get out.
There may be some marks on the pump left from the bolt washers, that should be close enough to get it going.
Look for the circular remnants of the washers on the pump body.

I have power to the glow plugs and will be taking them all out to check for continuity. I also have an compression tester on order being shipped. Currently no change in the operation of the motor. I'll post with the results.

Did you try plugging in the block heater?
You don't need glowplugs with a warm block.
Might also help start with low compression.

You have power to the glowplugs,.. what voltage?
High voltage means fewer good plugs,.. 12 volts would mean one or more isn't drawing power.
