So I have an issue getting the injection pump at TDC. The #'s on the pump say it is a 028 130 107R

Ok so I have pictures of the sprocket on the IP showing the "adjustable" version (meaning the 3 bolts holding the sprocket have a little play in each direction and I see NO noticeable hole to put the IP timing pin like I had on my 1.5 & 1.6 rabbits)

I started out by having this notch (Image) basically in the 12 o'clock position and for about 5 hours I messed with the Dial indicator and fine timing with no avail. I got it to run but very rough.

The whole problem is I am getting the IP to top dead center.

My only other idea is to time the pump just before each of the 4 strokes the IP takes as it rotates, and hopefully get one that runs.

Also I found on the back of the pump, Letters A,B,C,D leading to the injectors for cylinders 1-4. Now I understand what I need to accomplish by having the camshaft, crankshaft and IP all at TDC (maybe the IP a little advanced)

I'm not giving up that easily.

So, all I did was get the square notch in the 12 o'clock position with the cold start lever pushed in. After feeding the clear line 3 fills of fuel, it started and sputtered out many times. Seems to be a little retarded on the timing. Pulling the cold start lever did a little and pulling the pump away from the engine did a little more to advance the timing.

Since this POS pump has no locking position, my best bet is to try over and over by moving the IP pulley one notch at a time.

Can someone help me visualize this...
If I turn the IP pulley clockwise one notch on the belt that would be like pushing the top of the IP towards the engine (Retarding)
If I turn the IP pulley COUNTER-clockwise one notch on the belt that would be like pulling the top of the IP away from the engine (Advancing)

Along with that I have the small amount of play that comes with the IP mounting bolts...

All is not lost. I was ready to give up and buy a different pump.

I'll just keep messing with it.

The problem not is the fuel feed. I poured fuel into the main line going to the pump and it starts and runs terribly. But I can't get flow from the filter... Not sure what is going on. I just picked up an inline hand pump to try to get the fuel from the tank. Hopefully I can solve this then get back to the timing issue.

So if I push the pump towards the engine it advances the IP timing?

Agree.

That would equate to moving the pulley clockwise, relative to the hub (viewed from the passenger fender).

Fortget the new fuel filter for now. If you're having potential fuel supply issues, rig a jar of fuel with an inline filter directly to the inlet line to the IP. This bypasses 100% of the fuel distribution system. Start the car up first this way and get it running good, then connect the fuel line to the rest of the chassis. You can save yourself lots of headaches doing this, as you will find out where the fuel supply issue is from.

That style of pump is timed with a pin through the square notch in the pulley into the pump case when the crank is at TDC for #1. The timing procedure does not involve the dial indicator. Install the lock pin (drill bit could suffice), loosen the three sprocket to hub bolts, rotate the engine a few degrees anti-clockwise, then back to TDC, tighten the three sprocket to hub bolts and you're done.
