IP flow question

I am working on an MF motor with an injection pump that I think came from an ecodiesel car. It is a different looking IP from any other I have seen before. It has the saucer top of a turbo IP, but has extra unit (about 2" long and 1" in diameter) at the base of the IP, on the belt end. On one end, it has an electrical line that goes into the belt end of the IP. On the other end it has a female electrical stud that something plugs into. I am not sure what this is for, unless it has something to do with the altitude adjustment feature that came with some IP's.

Since the fuel tank has not been installed in the rig yet, I am pulling the fuel from a jar, into the pump, and back out into another jar. The fuel flow primed the injectors, but seems to have stopped. Fuel does flow out the other side of the OUT bolt into the catch-jar, however.

Is this setup too jerry-rigged to work properly, or could there be a problem with the IP?

More information.

This pump is for a 1.6 TD; found the numbers online.

The extra 'unit' on the side must be some kind of secondary fuel part. I don't think it hurts to not use it, but just wondered if not using it affects the performance of the IP at all. The motor in question is not a turbo'ed motor.

It's alive! Thanks to the guidance here and some patient study, the little truck runs great. Vince Waldon's site on doing the timing was invaluable.
