New intermediate shaft seal appears to be holding, no more leakage.

I was careful to sparing apply the RTV - only a thin film on each part and then assembled them. I am confident I did not block that oil drainback hole in the seal carrier flange. Thanks for the heads-up though.

the outer part of seal is the only area that needs sealant, rtv or permatex will work, on the outer half of seal, towards outside of carrier(s),motor, and set seal in carrier, let set. the oring its not bad if you moisten it with some oil, the inner lips of seal(s) i use a good syn grease, a good amount but not a lot(on seal &shaft, some), put seal in, take out, wipe excess grease.assemble. its also good to use anti-seize, i use on most threads.

The seal carrier bolts should have some blue lock-tite applied.
Spray out any oil from the bolt and holes first.
'91 Golf gasser converted to a 12mm pump, M-TDI.
'84 1.6TD Rabbit with a VNT-15 turbo, still setup to run on vegetable oil.
'84 GTI with 1.7TD pistons and intercooled.
