.34 is a little low.
You might need to move the belt one more tooth on the sprocket and adjust the timing to .39.

I moved the pump sprocket by one tooth, but then the sprocket lock pin would not fit and it still did not start. I was able to set the timing closer to .40 though. But I'm not sure I'm using the gauge correctly? What exactly does the "preload" of the gauge mean? Do I insert the gauge and then pull it back out @.118?

Preload on the guage means that you can't set the gauge to zero, screw it in, and then try to time the IP to the factory setting range. By doing this, there will always be some "space" between the end of the gauge and the cam plate inside the IP. The point is that you don't know how much actual distance this is, so any number you read on the dial is "off" by the original distance that the gauge was away from the cam plate.
You insert the dial gauge, rotate the engine according to the Bentley manual until there's no movement of the dial, then you set the dial gauge to read zero. Since the dial moved when you screwed the gauge into the opening, now there's preload on the dial. You've put some pressure on the gauge mechanism taking up any space that could have existed. You always want a certain amount of pressure on the spring so that your readings will be accurate. Too little pressure and you may get faulty readings. Is this clear?
FWIW, I've timed these engines by the dial gauge when donig a timing belt replacement, and it's never run well. It was too far retarded. So I've always timed it by ear afterwards.

Have you tried turning the pump by hand while someone cranks the starter?
Probably already asked but do you have power to the pump when the starter is turning,.. not just when the ignition is on?

So here's the latest. I have fuel to the injectors and am getting exhaust fumes. I pulled the injectors again and the glow plugs glow nice and bright. The interesting thing is, I'm getting combustion in two cylinders. I can see this because there is a good amount of carbon build up in two of them and wet unburnt fuel in the other two. Pump timing? When I install the belt, the cam is locked as well as the pump and the block is at tdc. Also, I have the mark on the pump lined up with the mark on the plate.

So I gave this thing a compression test and came up with the following.
From right to left:
340 psi
120 psi
120 psi
80 psi
Why would I be getting such low compression? It has new rings and a rebuilt head by a reputable head mechanic. 2 notch head gasket. Maybe valve shims are off?

So, an interesting turn of events. Checked all the valve shims, and they all check out to be fine. I then noticed dried coolant around the edge of the head gasket. Pretty safe to say it was leaking. So I pulled the head off again for like the millionth time. It was a 2 notch. I'm not very good at measuring the piston height. I've already tried the single notch head gasket and it still had low compression. So now I'll try a 3 notch. That's gotta work, right? I'm pretty sure I tightened the head bolts down just as described in the Bentley. Someday this thing will run again. Lol.

12mm bolts. Alsonjust learned that the valves are not seating properly which is most likely the cause. My machinist is working on the head now.

Yea, a 1, 2 or 3 notch head gasket isn't going to solve that much of a compression issue.
Please report what was wrong with the head when you get the results.

I just got the head back from the machine shop. I'll get it back on the block and check the compression first thing.

So, I got the head back with new valves again. So far the compression in each cylinder is between 100 and 200psi. Is this typical for new rings? Do the rings need time to "seat" before 300 psi or more can be achieved?
