starter turning slowly -- out of ideas!

'81 1.6 N/A pickup
It was (literally) a two minute job with the tap. Inserted tap, turned it until I felt the resistance lessen, and gave a light tug on the tap wrench. Out came the bushing. New bushing went in with a cheap 11/32" socket and a rubber mallet.
Loaded the new bushing up with grease and installed the starter, and it worked perfectly. I was having some problems with fuel supply, but after 45 minutes or so I realized there was no fuel in the tank.
