what is this part? Where does it go?

I think this may go on the backside of injector pump for 84 diesel rabbit. can anyone confirm? I had rabbit retimed about a year ago and remember mechanic saying it was missing a 4th bolt and timing may not hold..which was right. finally have a few minutes to look this tomorrow and want to confirm before pulling the pump.

It looks like it may be the 'arm' that links the top 2 bolts behind the pump pulley on the pump flange. As per the 'Kate' the bolts should be M8 x30mm

That is exactly what it is, it is the bottom bolt on the IP, the arm goes to the IP bolt on the engine
