Speedometer cable problem

I'm attempting to replace a broken speedo cable on my Dasher. I've unscrewed both ends and removed the cable assembly. The break is right where the cable enters the transmission. There is maybe 1/16" of cable on the broken piece. The broken piece won't come out of the transmission. It is loose - it wobbles - but I can't remove it. I've tried vise grips but that's just fraying what little cable is left. I wonder if I'm missing something...
The removed assembly is frozen solid. It appears that the cable just twisted off where it enters the tranny. Advice would be greatly appreciated.Thanks.

the cable is locked onto the "plastic gear" with a small cir clip... the plastic gear has to come out and be "clipped" to the new cable .....

Can you see down inside the trany?

There is a metal cup/sleeve that fits down inside the trany hole.

Sounds to me like it is still there.
scrape around the edge and try to get under it.
'91 Golf gasser converted to a 12mm pump, M-TDI.
