huh, that mark , for me its on the outside of the pulley, 1 tooth has a notch and line it up with mark on tin and thats supposed to be #1. on the other forum 1 guy had suggested this,, loosen #1 inj line @inj, before this have crank well before tdc, turn key on; when doing this and key is on engine technically is live, so becareful, some fuel will come out of loose line if thats #1 tdc pump, as you turn engine to tdc,

The mark on the pully should by on the pump side of the pully, and the mark that you align this up with is on the hard steel brackets that the pump bolts to. It shouldn't be lining up with a mark on a tin cover. I'm not sure what you are doing here. Can you post some pics? There's pictures on the forum on how to do this, and it's clear in the Bentley repair manual. If you are going to service your engine, you definately need a Bentley. It's well worth the money and is full of the right stuff to repair these engines.

in both of my mks i have a mark on the Outside of the pulley (1 tooth), corresponds with a mark about 11oclock on timing tin, right there the pump pin slips in.
not too say, i cannt remember seeing too much if any of pump bracket as tin covers it up.

82vdub, my pulleys have a mark on both sides. I have a bentley, but i am having trouble with the dial gauge i have because it is imperial instead of metric. Shouldn't i be able to line all marks up and then hillbilly tune it? When everything is lined up, the engine just keeps cranking until the battery is dead.

New glow plugs but have you tested to see if they are getting enough current?
It should start if you are in the general area and getting smoke. Might run like crap but it should start.
Maybe try turning the pump while someone else is turning the key.

There's a couple unanswered suggestions. Have you tried plugging in the block heater and trying to start the engine with a hot engine? The next question would be checking for working glow plugs. Your assumption is that they are working, because they are somewhat new. If you haven't verified this, it's still an unknown that belongs on the list of potential items. By trying to start the engine when it's hot, it rules out working glowplugs.
Probably at this time pictures would answer a bunch of questions. Please set the crank to TDC and take pictures of the timing mark through the trans window, the camshaft, and marks on the IP pully and we may be able to see something from those. Your TDC mark on the trans may not be TDC, but could be some other mark. Hard to tell without pics.

Faymobile, I haven't checked for current on the plugs. Good tip.
82vdub, Unfortunately this engine does not have a block heater. The glow plugs are new, but like Fatmobile said, the current could be low. I'll try to get some pics asap.

Soooo, I'm finally getting back to this pump project. Here's a refresher on where I'm at with it.
Pump is out of the car and on my bench. I connected everything up to it with the injectors just hanging from the injector lines. I connected the magnetic valve so it will stay on. My intention is to spin the pump with a drill. So I did that and what I found is it's like the pump is pumping backwards. Air bubbles are coming out of the inlet and there is no fuel returning to the return lines. It's not sucking up fuel. I did a rebuild on it a few months ago. Did I put something back wrong? I followed the video I have pretty well. Any ideas?

I recall there is a bass-ackwards way to install the ring and cover on the vane section... that might do it.

Yep, the ring around the vane pump can be put in backwards,
causing fuel to flow the wrong way.

Haha, yes indeed! That was the problem. I installed the retaining ring and the vane pump collar in 180 degrees off. Lol.

Ok, so I have put the pump back together and reinstalled it on the car. There IS fuel flowing through it out of the "out" banjo while I spin it with a drill. Unfortunately I'm not getting any fuel to the injectors. Any ideas on that one?

I'd check for 12V at the solenoid and hold the accelerator lever open while cranking.

I did the whole, pull the solenoid with spring and plunger and still no fuel. My local diesel guy said I might have to flip the retaining plate in there. And after runnin the pump some more I noticed that it really is not pulling in any fuel.
