I can't seem to get my buddy in Montana to get off the couch and ship my timing belt tools back to me! I'm wondering if anyone in Austin TX has a set I can borrow (rent)?

None of those tools are needed.
The 10/13mm wrench in the spare tire well works great to lock the cam.
You can get it to start just by lining up the marks. After that it's just tune by ear.
The dial gauge just gets you in the same area lining them up will.
The belt tensioner tool is handy but if you try hard you can turn the idler by hand and get it tight enough.

You'll have to time it by ear when you are done.
The dial gauge just gets you close.
Much of the timing is determined by injector breaking pressure.
Higher pressure fires later.
