tdi turbo bost loss
I have a 98 jetta tdi that I has the following problem. If the engine is cold and I start the car the turbo works just fine. If I shut the engine off and then restart the engine the turbo will kick out at about 2200rpm in 5th gear. I have replaced the engine control module ($20) and I just replaced the mass air module ($100.00). I still have the problem. any ideas.

Yeah.. look at those sugestions. Broken waste gate might be a higher possiblity since I see that alot in the forums.
I have a 2002 jetta A4 engine. Same issue. Replaced the MAF. I can unplug the MAF and I still get better power. Go figure. With the A4 you don't have a waste gate but vacum hoses. If they are plugged you get no power.
Since you have a waste gate it might be sticking, since its more like a valve.
Either that or you need to feed the Gerbal more often.
