GP and temp light

Hello! I´m new here, looks like the perfekt forum for my Q´s. I have a Passat TD1.9 -92 and I found out that the glowplugs are on longer when its hot outside!! How is that possible, when its freezing it glows about 5sec or so.
The car starts fine, both summer and winter, its just that I dont get why it is like that?
Q nr2: My coolant level warninglight "blinks" (dont know the word, hope you understand) even though I have enough coolant and its not running hot, what´s the deal with that?
