Injection pump question....

I really don't know what that diaphram thing does up by the aneroid housing?. The engine/pump are from a Passat. Here are detail pics, can anyone tell me what it does? (NOTE: Giles Pump now in stealth semigloss black)

Looks like maybe it boosts the idle speed? Hard to tell with all that black paint...
