B4 ECM fuse ?

I'm trying to determine why the Eng Elec fuse (10 amp,#15) blows. I'll trace it down in the schematics when I can get a Bentley manual at a decent price., But in the mean time can someone tell me where this power should be going.?
This is a 97 Passat. It starts up OK and even runs decent when it's cold , but after it's warmed up ,the idle is all over the palce.,chugging and loping. When you just bump the throttle, it will spin up to 3 grand and stay there !
It's really undriveable.
