Alh turbo question

I'm looking for any info on the turbo used on a 2001 ALH engine.
Specifically how the wastegate,if it really is one, works.
Is it a wastegate or an actuator for the VNT if it is one?
Any links to info such as exploded views and tech info will be very useful.

I did some online searching.
It is a VNT. I found a pdf teardown and rebuild.
Now what I need to figure out is what exactly goes on with boost.
This is the TDI-M GTI. It runs and I'm playing with boost control.
Right now I do not have the actuator's hose attached to anything.
If I apply vacuum to this line until the actuator moves against it's stop screw, I can rev the engine with no load and get 8 psi of boost. Remove the vacuum and the actuator extends completely. Boost then goes away.
I'm thinking I need to replace this actuator with a wastegate actuator,as this seems to be the opposite of what I want it to do.
Any thoughts?
