rookie rebuilding injection pump and way too much fuel

I would like to thank all of you for the information about rebuilding Injection pumps...

I have 84 rabbit 1.6d, new head with new valves,guides and seals... New rings...
--All this because of a bad timing belt !!

The pump needed new bushings..- A buddy and I were able to get rebuild kit, and bushings, and put the pump back together..

The hardest thing was getting the sliding sleeve shaft of the governor on in the correct orientation.

Vaseline is a great helper!!

Now that the pump is back together, and installed in the car, My problem is that every time I start the car, it immediately red-lines --- way to much fuel... - Like the throttle was stuck wide open... - Turning off the key cuts back on the fuel, but I have to manually interrupt the fuel to stop the engine. -- I have looked at the fuel cutoff solenoid

The only thing I have not done is replace the seal on the pressure regulator-- could not get it out.. I am going to build a pressure testing rig in the coming days to help diagnose.. and mangle a socket to fit that weird shape

So the question after all of this is in the area of tuning. - How much does adjusting the governor screw affect this ? I had no way of measuring the gap between governor and the starting /tension lever... now that it's too late

Can anyone provide diagnostic assistance ?

Not sure what pump you have but it's usually 2mm in from the bracket.
2 revolutions in, from the set screw being flush with the surface the bracket mounts to.
'91 Golf gasser converted to a 12mm pump, M-TDI.
'84 1.6TD Rabbit with a VNT-15 turbo, still setup to run on vegetable oil.
'84 GTI with 1.7TD pistons and intercooled.
2003 TDI wagon
2000 TDI Jetta.
